As InterpressNews was reported by president’s administration press service, Mikheil Saakashvili congratulated president-elect Barack Obama in winning the elections.
The conversation was friendly and it was about future relations between USA and Georgia. Barack Obama stated that he supports Georgian territorial integrity and he stressed importance of continuation of current reforms.
Barack Obama promised support of US in this issue to Georgian president.
Obama expressed hope that meeting between leaders of the two states would become possible in near future.
Georgian president also spoke with future Vice-president Joe Biden by phone. They discussed Georgian situation in detail, results of Russian occupation, they spoke about minimization of damage perpetrated upon Georgia by Russia and ways of solving conflict and role of US administration in this case.

Sergey Lavrov – Geneva Negotiation must be Concentrated on Security issues in Caucasus

Negotiation planned to be held on November 18 must be concentrated on security issues in Caucasus region. ‘Ria Novosti’ informs that Russian federation foreign minister Sergey Lavrov stated about it.
Lavrov called for EU states to take bilateral actions to regulate conflict.
‘Our position is clear: if we want to review ways of security provision, to review issues that will solve conditions of returning refugees, we must stop speaking about determining status and cancel all procedural issues’, - Lavrov stated in interview delivered to radio ‘Ekho Moskvi’.
Russian minister says that if all these are proved, we can consider that working groups created by agreement of Medvedev-Sarkozy will start to work in peace. The group was created to provide security and conditions to return the refugees.
Russian delegation will be headed by foreign minister deputy assistant Grigori Karasin on Geneva negotiations. Karasin stated that Russian delegation has practical, constructive proposal for Geneva negotiations.
He considers that all participants of the discussion, representatives of South Ossetia and Abkhazia as well, will feel comfortably in Geneva.

MIA of Georgia released the statement regarding the participation in the next round of Geneva talks planned today on November 18, 2008.
‘Recently Ministry of Foreign Affairs of the Russian Federation has been falsely accusing Georgian side for abandoning Geneva discussions on October 15 and not planning to take part in the next round of negotiations on November 18, 2008. Such claims are absolutely groundless and represent yet another example of Soviet type propaganda aimed at misleading international community.
Georgia believes that the moderators have done an outstanding job in organizing the first round of the Geneva discussions. Existing format of the talks creates all the preconditions for successful conduct of the second and future rounds. Georgia stands ready to continue constructive engagement in the Geneva talks, as we have done on October 15.
It is not Georgia, but the Russian Federation, and its proxy regimes of Abkhazia and Tskhinvali Region, who are responsible for the suspension of the first round of Geneva talks. As is well known, Russian side boycotted the plenary session, which was attended by the representatives of the UN, EU, OSCE, as the moderators, and Georgia and United States of America, as participants. This was the format agreed among all parties. Moreover, Russian side and the proxy regimes of Abkhazia and Tskhinvali Region also boycotted the meetings of the working groups, where, as agreed in advance, the participants were to take part on an informal level to discuss the issues related to the security and stability in Abkhazia, Georgia, and Tskhinvali Region/South Ossetia, Georgia, as well as the safe and dignified return of the IDPs to their places of residence.

The EUMM condemns in the strongest terms the killing yesterday of a Georgian policeman in the vacinity of the administrative boundary line of Abkhazia near Pakhulani.
The policeman was investigating the alleged arrest of members of a party of mourners when the incident took place. When EUMM monitors went to the spot to investigate, heavy shooting erupted and some bullets fell close to the mission personnel. It was not clear whether they were aimed at intentionally, but this action is unacceptable, the EUMM is an unarmed civilian mission.
The incident is being investigated by the Georgian authorities, but since it occurred in the immediate vicinity of the administrative boundary line, the EUMM calls on the de facto Abkhaz authorities to also investigate what happened and share the results with EUMM and the Georgian authorities.

Georgian Delegation Left For Geneva

Georgian delegation has already left for Geneva.
Georgian side is represented by the representatives of the Georgian Government, the chairman of Abkhaz Government Malkhaz Akishbaia and the leader of provisional administration of South Ossetia Dimitry Sanakoev.
As Giorgi Bokeria, the deputy Minister of Foreign Affairs of Georgia stated the peaceful regulation of the conflict is only possible after the deoccupation of Georgian territories.
‘The issues of negotiations concern the return of IDPs, redeployment of Russian occupational forces with international peaceful missions and so on, though Georgian side considers that all of these are only possible after the deoccupation of the Georgian territories.’ – Bokeria said.
As the Deputy Minister of Foreign Affairs of Georgia underlined in Geneva conference Georgian delegation will submit a reports on the existing situation in conflict regions and will reiterate the commitments of the 6-point – truce to be fulfilled by Russian side.
Geneva talks, envisaging security in Caucasus, is scheduled to be held on November 18-19. Two main issues – security and the return of IDPs – are in the agenda of consultations.

The Ministry of Foreign Affairs of Georgia relaesed the statment regrading the situiation oin the village of Perevi, Sachkhere region.’Regarding the situation in the village Perevi of Satchkhere RegionRussian Federation continues to be in serious violation of obligations it has undertaken by the six-point cease-fire agreement, brokered by the European Union. They continue to occupy territories outside conflict zones, in particular - Upper Abkhazia, Akhalgori, Village of Perevi – areas unoccupied prior to the august invasion. Instead of withdrawal of occupying forces to the positions ex-ante war, the Russian Federation has increased its military presence inside of both conflict zones.
The most recent alarming development is that Russians forces are currently in the process of handing over the checkpoints in the village of Perevi to the criminal militias of the proxy regime of the Tskhinvali region. This development increases the risk of confrontation and makes security of the village even more volatile, which might result in the displacement and property loss of the residents of Perevi and a new wave of ethnic cleansings.
Russian Federation has undertaken the obligation to withdraw from Perevi and other territories of Georgia. Until the withdrawal, Russian forces are in effective control of those areas and have full responsibility for actions of criminal militias of proxy regimes.
Ministry of Foreign Affairs of Georgia calls upon the international community and in particular observers from the OSCE and the EU Monitoring Mission not to allow new wave of ethnic cleansing.

As Giorgi Chkhaidze, the head of the GYLA, stated in the press conference held in Batumi, in precinct # 38 in Khelvachauri one voter voted with expired ID card, but the complaint regarding the fact have been already lodged. Another accident happened in the same district, in the precinct #40 where the representatives of the GYLA were not allowed to enter the polling station but after interference of the election Commission the problem has been resolved.
There are 334 polling stations where more that 20 international and 9 local observation organizations are engaged to monitor the election today.160 observers of GYLA observe the election in Adjara.

6 Persons Taken As hostage in Village of Kirbala, Gori Region

6 locals of the village of Kilbara have been searched already for the second day. According to the version of the relatives of the lost persons, they have been kidnapped by Ossetian separatists.
The lost persons went to the forest for fire-wood yesterday and did not return.
As the relatives report, Ossetian separatists kidnapped the 6 locals in exchange for the hostages (locals of the village of Zerti) which managed to escape.

There are 334 polling stations where more that 20 international and 9 local observation organizations are engaged to monitor the election today.
